whats the best, and most cost effective material to use when making a figurine?

Question: i mean after i have molded the piece, the figurine is about the size of an action figure not to sculpt but to cast out of the mold, the figure is the same size as an action figure.

Answer: I really fancy the mix of plaster and cement. It sets up faster than cement alone, it only takes as long as plaster (half an hour), but has all the duriablity of the cement. Aluminum would be pretty awesome if you had a kiln/foundary access, because you can use cheap scraps and it can be painted. Bronze looks pretty rad, if it's a figure.
